新年伊始，国家广电总局召开了全国广播影视工作会议，对今年工作进行全面部署，新成立的中国广播影视集团也召开了第一次布团5年规划的工作会议。广电总局领导在这两个会议上都发表了重要讲话。本期专门发表中宣部副部长，广电总局局长徐光春同志和总局副局长张海涛 、胡占风同志的署名文章，其中《抓住发展机遇应对入世挑战全面推进广电事业》一文的重点内容包括：在敢于正视入世后广播影视系统面临的挑占，外国媒体进入广播影视的几种形式以及我们的对策：《关于广播影视事业建设和科学创新工作》着重谈了“西新工程”，科技创新和网络事例三大问题：《加如新时期广播影视的宣传和社会管理工作》一文对完成今年党的十六宣宣传任务，对全国广电机构抓好制度建设，行业管理和宣传改革工作等，进行了具体阐述。
