随着人民解放战争的胜利发展,各解放区已相继联成一片,为便利解放区间物资交流,决定:凡属解放区间贸易往来,概予免征进出口税,并具体规定如下管理办法:一、解放区间及本省各商埠间之贸易往来,均须经过各起卸港口之进出口管理机关或其所属机构,发给正式证明手续,始为有效。二、为本省规定统销出口之物资,除国营对外贸易公司外,非经对外贸易管理机关批准不许自由转运出口。 With the victory and development of the People’s Liberation War, all the liberated areas have successively joined together and in order to facilitate the exchange of goods and materials in the liberated areas, the decision was made that all import and export taxes should be exempted from trading among the liberated areas and that the following management measures be specified: The trade between the Liberation Area and the commercial ports in the province shall be subject to formal certification procedures through the import and export administration agencies at all ports of discharge and their respective agencies and shall be valid.
