基层医疗卫生事业单位实施绩效工资是深化事业单位收入分配制度改革的重要内容,是深化医改的重要举措。绩效工资制度的实施,体现了党中央、国务院对广大基层卫生事业单位工作人员的关心,在完善经费保障机制和提高基层医疗卫生公益水平方面起到推动作用。但在实施过程中,也存在一些困难和问题,出现“大锅饭”、“医务人员积极性下降”等现象。
The implementation of performance pay in primary health care institutions is an important part of deepening the reform of income distribution system in public institutions and an important measure for deepening medical reform. The implementation of the performance pay system reflects the concern of the Central Party Committee and the State Council to the staff of the grassroots public health institutions at all levels and plays a catalytic role in perfecting the funding guarantee mechanism and improving the public health level of primary health care. However, during the implementation process, some difficulties and problems exist, such as the phenomenon of “big pot” and “decline of enthusiasm of medical workers”.
