数量减少和纯粹做大不是最终目的,重组是要使中央企业战略定位要更准确,功能作用更有效地发挥,使央企的整体结构更趋合理,国有资本配置效率显著提高,发展质量明显提升,打造形成一批具有创新能力和国际竞争能力的世界一流企业。从2012年12月彩虹集团成为中国电子全资子公司,到2017年8月神华集团更名国家能源投资集团后吸收合并中国国电,党的十八大以来,共有18组34家中央企业重组,中央企业由117户调整至98户。此前坊间传说的贪大求全、强行捏合的“重组潮”并未出现。
