我省开展企业新体制试点工作已经一年。经过22户企业的努力实践,试点取得了显著成效;面临的问题是对下一步深化改革提出了新的要求。总体上讲,试点工作在以下八个方面有所突破。 1.把建立企业产权制度改革,完善企业法人制度工作向前推进了一步。 2.重新确立了企业财产组织形式。采取一厂一策,一厂多制的办法。 3.形成了科学、规范的公司内部组织管理结构。 4.在收入分配、劳动用工制度、干部人事制度、社会保障制度改革等方面有了长足进展。
It has been one year since the province launched a pilot project for a new enterprise system. After the hard work of 22 enterprises, the pilot has achieved remarkable results; the problem is that it has put forward new requirements for deepening the reform in the next step. In general, the pilot work has made breakthroughs in the following eight aspects. 1. To advance the establishment of the reform of the enterprise property rights system and the improvement of the enterprise legal person system. 2. Reestablished the organization of corporate assets. Take one plant, one strategy, one plant and multiple systems. 3. Formed a scientific and standardized internal organizational management structure. 4. Significant progress has been made in the areas of income distribution, labor and employment systems, cadre personnel systems, and social security system reforms.
