焦作万方电厂配套供热管网二期工程热力管道在龙源路群英河桥南侧穿越群英河,按照《中华人民共和国防洪法》第二十七条规定,建设穿河、穿河堤、邻河的桥梁、码头、道路、渡口、管道、缆线、取水、排水等工程设施,应当符合防洪标准、岸线规划、航运要求及其它要求,不得危害堤防安全,影响河势稳定,妨碍行洪畅通,其工程建设方案应经有关水行政主管部门审查同意,根据《河道管理范围内建设项目防洪评价报告编制导则》及有关规定,穿越河道位于焦作市城区,依据《焦作城区防洪规划》及《焦作市南水北调防洪影响处理工程群英河施工图设计》等相关规划设计成果,结合穿越处河道边界条件,河道演变情况,对热力管道穿越群英河工程建成后洪水位、冲刷、淤积以及对工程上下游其它工程设施影响进行防洪评价综合分析,并对造成影响的情况,提出相应的防治及补救措施,确保河势稳定与行洪安全。
