乌克兰“血色革命”的结果,触动了俄罗斯的利益红线。克里米亚和塞瓦斯托波尔通过全民公投脱离乌克兰加入俄罗斯,并立即得到俄罗斯的批准。作为再次崛起的俄罗斯的铁腕领袖,普京瞬间完成了冷战后迄今最重大的一次地缘战略转变。克里米亚地处战略要地,自古是兵家必争之地。确保黑海暖洋出海口是俄罗斯的核心利益所在,丧失克里米亚是俄罗斯核心利益不能承受之重。美国和欧盟纷纷祭起制裁大旗对俄发难。双方围绕克里米亚归属问题的博弈是否是新冷战的开始,引发国际社会高度关注。在国际动荡连锁不断的背景下,冷和平(Cold peace)局面将会逐步破局,热冷战(Hot cold war)形态可能会逐步升级,对其可能带来的变数应当有所警惕。
Ukraine “bloody revolution ” result, touched the red line of interest of Russia. Crimea and Sevastopol joined Russia through a referendum from Ukraine and was immediately authorized by Russia. As the ruler of Russia, once again rising up, Putin instantly completed the most significant geostrategic change to date after the Cold War. Crimea is strategically located and has always been a battleground for the military. Ensuring that the Black Sea is warm to the sea is the core interest of Russia and the loss of Crimea is unacceptable to Russia’s core interests. The United States and the EU have both raised their banner of sanctions against Russia. Whether the game of the two sides’ ownership of Crimea is the start of a new Cold War has aroused great concern from the international community. Against the backdrop of continuous international turmoil, the cold peace situation will be gradually broken down. The form of the Hot Cold War may escalate gradually, and vigilance should be given to the variables it may bring.
