从政府俘虏理论的视角看,中国出租车管制的弊端在于管制者的行为没有受到有效的监督,不能从根本上防止管制部门通过管制谋求部门私利;管制体系缺乏封闭性,不能在管制体系内维持各主体之间的利益平衡。另外,通过管制形成垄断更是损害了消费者和社会公众的利益。解决的办法一是建立一套科学的行政程序和制度,对管制者的行为进行约束;二是根据不同的城市交通状况来确定不同的出租车经营模式。对于大多数的中小城市而言,应该放松管制,通过市场竞争来确定出租车数量和价格。
From the perspective of government captive theory, the drawback of taxi regulation in China is that the regulator’s behavior is not effectively supervised. It can not fundamentally prevent regulatory agencies from seeking private benefits through regulation. The regulatory system is not closed and can not be maintained within the regulatory system The balance of interests between the various subjects. In addition, forming a monopoly through regulation harms the interests of consumers and the general public. The first solution is to establish a set of scientific administrative procedures and systems to govern the behavior of the constraints; the second is based on different urban traffic conditions to determine different taxi business model. For most small and medium sized cities, deregulation should be devised to determine the number and price of taxis through market competition.
