“沙埔河水库”是我国目前待建成的屈指可数的大型水库。1959年动工以来,由于主客观原因曾两上两下,至1985年止工程已投资4000万元,搬迁移民3700多人,工程至今仍踏步不前。在当今改革,开放时期,沙埔河工程的复工续建问题应打破固有的格局,不应再局限于原有的“以灌溉为主,结合发电、养鱼”的功能,而应从更高的角度,更广的视野来认识其功能,发挥其作用、将它纳入国民经济总体规划之中,使其服务于城市,造福于人民。本文试图从城市供水效益的另一角度来认识“沙埔河水库”存在的又一价值和复工续建的必要性。
“Sha Po River Reservoir” is currently one of the largest reservoirs to be built in our country. Since the commencement of construction in 1959, due to subjective reasons and subjective reasons, the project had invested 40 million yuan by the end of 1985 and relocated more than 3,700 immigrants. The project is still in a pause. In the current period of reform and opening up, the restoration and reconstruction of Shapu River Project should break the inherent pattern and should not be restricted to the original function of “mainly irrigating and combining electricity generation and fish farming”, but should proceed from a higher Angle, a broader perspective to understand its function, to play its role, it will be included in the overall planning of the national economy, make it serve the city for the benefit of the people. This paper attempts to understand the existence of another value of “Sha Po River Reservoir” and the necessity of resuming construction after another from the perspective of urban water supply efficiency.
