在现代企业制度下,科学地组织和管理生产的基本要素,使之产生最大效益已成为企业生存和发展的关键。今后,国家和其它资本所有者一般只保持股东身份而退出了企业日常的生产经营管理领域,这些工作转由那些专业从事经营管理工作的企业家来担任。企业家将逐步从国家干部队伍管理中分离出来,成为一种专门的职业。可以预见,随着现代企业制度的逐渐建立和不断完善,企业干部管理模式也将不断进行改革,选择企业经营者的机制也将发生变化,在企业家的选用上引入市场机制已是大势所趋。因此,迫切需要建立一个与其它人才市场相似的经营人才市场,即企业家市场。
Under the modern enterprise system, the basic elements of production and management are scientifically organized and managed to produce the maximum benefits which have become the key to the survival and development of enterprises. In the future, the state and other capital owners will generally withdraw themselves from the daily production and management of an enterprise by retaining their shareholders’ status. These tasks will be transferred to those entrepreneurs who specialize in management and operation. Entrepreneurs will be gradually separated from the management of the state cadres and become a kind of specialized occupation. It is foreseeable that with the gradual establishment and improvement of the modern enterprise system, the management model of enterprise cadres will also be continuously reformed. The mechanism for selecting business managers will also change. It is a trend for the introduction of market mechanism in the selection of entrepreneurs. Therefore, there is an urgent need to establish a market for managerial talent similar to other talent markets, namely, the entrepreneurial market.
