官厅水库地处北京市和河北省交界,地域的特殊性和现行水管体制决定了它在依法管水上不同于市属其他水利工程的特殊性。根据这种特殊性,以新水法的颁布实施为契机,采取有针对性的措施,理顺库区错综复杂的水事关系,实现跨区域水利工程管理向互利共赢、可持续发展的方向转化。 Guanting Reservoir is located at the junction of Beijing and Hebei Province. The particularity of the region and the current water management system determine the particularity of the Guanmen Reservoir that is different from that of other municipal water projects according to the law. According to this particularity, with the promulgation and implementation of the new water law as a turning point, we take pertinent measures to rationalize the complex water relations in the reservoir area and to achieve mutual benefits and win-win results for the cross-regional water conservancy project management and for the direction of sustainable development .
