Telemedicine System
People’s Daily April 26
With a computer and camera, patients living in remote areas can now have access to toplevel doctors without traveling long distances.
With guidance from three relevant documents released by the National Health Commission in 2018, the system has been implemented in Grade 3A hospitals nationwide. Its service covers hospitals in each county and is expanding to villages in those poverty-stricken areas.
Through the telemedicine platform, experts in top-level hospitals can treat patients with common and chronic diseases online, avoiding the need for people to rush back and forth to big hospitals.
It also offers a valuable opportunity for local doctors to enhance their professional ability. Seeing doctors from their homes can save patients money and time, and can provide a higher ratio of medical insurance reimbursement.
From a broader perspective, experts can design a diagnosis and treatment plan according to local conditions such as health facilities. This transformation marks remarkable progress in establishing a hierarchy with regards to access to healthcare.
The combination of medical services and the Internet is still a new pattern in the industry. The quality of services will need to be emphasized during the development.
Reform in Hainan
China Newsweek April 22
In south China’s Hainan Province, there is a new tropical rainforest national park which covers an area of more than 4,400 square km, accounting for one seventh of the land area of the island. It is one of the 12 pilot projects announced in 2018, regarding the basic security, industry and ecological civilization in the province. In order to solve the problem of overdependence on real estate, Hainan has formulated a strict system of land conservation. The province shifted the emphasis of work to infrastructure promotion and the construction of ports and free trade zones. It also imposed restrictions on the purchase of houses by non-local residents, making room for the development of other industries.
New methods have been adopted to attract investment by building a website and introducing third-party organizations to bring in Fortune 500 companies. It also set explicit thresholds for companies and projects allowed, mostly in environmentallyfriendly, low-carbon industries such as tourism, modern services and the hi-tech sectors.
This industrial restructuring brought challenges to Hainan’s economic development, a GDP growth of 5.8 percent in 2018, lower than the national average. However, it is of great signifi cance for the province’s high-quality development in the long run.
To create an optimized business environment, Hainan has proposed 40 measures in 11 aspects such as building a service-oriented government with reference to the indicators made by the World Bank.
Hainan’s experimental reform also features institutional innovation. The key is to create an atmosphere that allows for trial and error. As a special economic zone, Hainan has formulated more than 40 regulations, which have provided valuable experience for national legislation while serving as legal assurance for Hainan’s social and economic development.
This year will mark the implementation of policies for deepening reform in Hainan, which is striving to optimize the ecological structure, promote infrastructure construction and coordinate regional development.
Consumer Protection

Automatic renewal is a common trick used by some app operators. When customers purchase services, automatic renewal, which is often checked as a default, is not always prominent, and if users want to cancel it, the process is often troublesome.
To regulate business activities, the E-Commerce Law went into effect on January 1. According to the law, operators should clearly point out tie-in sales to consumers. Violators will be ordered to rectify their actions within a limited time, the illegal income will be confi scated and a corresponding fi ne will be imposed.
However, some operators continue to make profi ts with this trick regardless of the law’s requirements. As of the end of May 2018, there were 4.15 million mobile apps in the Chinese market, making it barely possible for the government to discover all the violations and take timely action.
Furthermore, many consumers often give up complaining or defending their rights, since the money they lost through automatic renewal is usually not that much.
In order to eliminate the problem of automatic renewal, supervision should be enhanced and customer associations at all levels should play their role in protecting consumers.
