目的了解我国采供血机构人力资源的现状及趋势性变化。方法设计《全国采供血机构人员组成情况调查表》(《调查表》),调查项目包括人员编制、卫生技术人员、学历、职称等情况。《调查表》于2015年7月1日由中国输血协会通过其官网下发,省、市两级采供血机构按要求下载和填报,8月31日为表格填报及上传截止日。由中国输血协会献血促进工作委员会负责用Excel 2003录入和整理,并采用SPSS统计软件对有效问卷做统计分析。结果此次问卷调查的有效率为100%(350/350);全国采供血机构2014年已有工作人员34 534人,人员总数较2011年增长了13.44%(4 092/30 442),较2008年增长了30.87%(8 145/26 389);人员在编比例由2008年67.90%(17928/26 389)、2011年62.21%(18 938/30 442)下降至2014年60.20%(20 791/34 534);卫生技术人员比例由2008年67.40%(17 785/26 389)、2011年70.60%(21 492/30 442)增加到2014年71.52%(24 700/34 534);人员学历中本科由2008年26.90%(7 093/26 389)升至2014年达到42.20%(14 574/34 594),同时中专及以下人员由35.00%(9230/26 389)下降至19.60%(6 770/34 534);人员职称仍以初级为主,由2008年39.80%(10 513/26 389)升至2014年44.98%(15 532/34 534),比例增加了5.18%。结论随着采供血机构从业人员数量的不断增加,从业人员的教育素质明显提高,人员队伍呈现年轻化趋势;但是人员缺编情况也越来越严重,或成为影响采供血机构发展的瓶颈。
Objective To understand the status quo and trend of human resources in China’s blood collection and supply institutions. Methods Design a “Questionnaire on the Composition of National Blood Supply and Blood Transfusion Institutions” (“Questionnaire”). The investigation items include staffing, health technicians, academic qualifications and professional titles. The “Questionnaire” was released on July 1, 2015 by the Chinese Blood Transfusion Association through its official website. The blood collection and supply agencies at the provincial and municipal levels downloaded and filled in as required, and August 31 was the deadline for reporting forms and uploading. The blood donation promotion committee of China Blood Transfusion Association is responsible for inputting and finishing with Excel 2003, and using SPSS statistical software to make statistical analysis of valid questionnaires. Results The effective rate of this questionnaire was 100% (350/350); the number of staffs in the country’s blood collection and supply institutions in 2014 was 34,534, an increase of 13.44% (4 092/30 442) compared with that in 2011, as compared with 2008 A year-on-year increase of 30.87% (8 145/26 389); the proportion of staff in the workforce dropped from 67.90% (17928/26 389) in 2008 to 62.20% (18 938/30 442) in 2011 to 60.20% (20 791 / 34 534). The proportion of health technicians increased from 67.40% (17 785/26 389) in 2008 to 71.52% (24 700/34 534) in 2014, up from 70.60% (21 492/30 442) in 2011. Undergraduate education From 26.90% (7 093/26 389) in 2008 to 42.20% (14 574/34 594) in 2014 while the number of secondary technical school and below dropped from 35.00% (9230/26 389) to 19.60% (6 770 / 34 534). The professional titles of these staffs are still primarily junior, increasing from 39.80% (10 513/26 389) in 2008 to 44.98% (15 532/34 534) in 2014, an increase of 5.18%. Conclusion With the continuous increase in the number of practitioners in the blood collection and delivery agencies, the educational quality of practitioners has obviously improved and the ranks of staff have been younger. However, the situation of staff shortage has become more and more serious, or has become a bottleneck that affects the development of blood collection and supply institutions.
