制度是一种协调人际关系的工具,是人的行为的规则或方式。在任何一个社会形态中,任何个人、组织、社团,甚至政府都处在特定的制度体系中,受其束缚,受其制约。制度,大可以到治理国家,上升为国家意志;中可以到管理企业,成为企业管理的依据。制度建设是管理工作的基础,企业管理要靠制度来延续,只有建立健全完善的制度,才能有规范有效的管理。
