一、问题提出人力资本评价有两种不同的类型。一是其内在价值评价,这和评价土地、房产等方面的价值有共同之处。这方面的评价方法主要是市场法。内在价值评价得到的是30万、300万、3000万等数字。二是水平的评价,常用方法主要是因素法。此类评价一般用于纵向与横向的水平比较。卢卡斯1988年结合人力资本内部效应和人力资本产生的外部效应,提出的生产函数Y(t)=AK~β[u(t)h (t)N(t)]~(1-β)h_a~y(t)中,将人力资本的投入计算采用u(t)h(t)N(t),式中,u(t)为人力资本的有效劳动时间、h(t)为人力资本的水平、N(t)为劳动者数量。而对人力资本水平的计算没有给出具体的方法。
