今年年底,将是中国共产党十一届三中全会召开后的第十周年。1978年12月召开的这次历史性会议,可以说是中国开始推行大规模经济、政治改革的起点。会后,改革的浪潮席卷全国。现在,改革虽然还远未结束,但在这十周年即将到来之际,无论是外国的观察家还是中国人自己,来对这场改革作一番评估,不仅是极为重要的而且是极为恰当的。在此,请允许我谨以本篇论文作为对中国改革事业的一点微薄贡献。全文分四个部分:1.中国“第二次革命”的特点;2.改革迄今的成就与缺陷;3.我对改革成果的阐释;4.我对中国致力改革的展望。
The end of this year will be the tenth anniversary of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China. This historic meeting held in December 1978 can be regarded as the starting point for China in starting to implement large-scale economic and political reforms. After the meeting, the wave of reform swept across the country. Now that the reform is far from over, evaluating this reform not only is extremely important but also very appropriate at the dawn of the tenth anniversary, whether it be foreign observers or the Chinese themselves. Here, please allow me to take this paper as a meager contribution to the cause of China’s reform. The full text is divided into four parts: 1. The characteristics of China’s “Second Revolution”; 2. Achievements and shortcomings so far in the reform; 3. My interpretation of the achievements of the reform; 4. My perspective on China’s commitment to reform.
