1992年联合国大会宣布毎年12月3日为“国际残疾人日”。历年来“国际残疾人日”为各国政府、残疾人组织乃至整个社会提供了机会,使他们能够评估残疾人的技能和潜力,并促进社会改善从1998年开始每年固定一个主题,来纪念和庆祝世界各地残疾人所取得的发展与成就。
