1 组建天津航运交易所的背景 随着社会主义市场经济体制的逐步建立,海运市场正在形成多家经营、内外竞争的开放局面。为了实现水路货物运输交易规范化,保证交易公正有序地进行,交通部在1995年召开的全国交通工作会议关于培育和发展水运市场体系工作安排中,提出了要“逐步形成东北以大连为中心,华北以天津为中心,华东以上海为中心,华南以广州为中心,长江以武汉为中心,全国以北京为中心的货运交易市场网络”。
