張凌光同志在“实行全面發展教育中若干問题的商榷”一文中談到目前我們教育工作中存在着一些重大矛盾。对於这些矛盾的產生,張同志除同意一般人所説的“是師资、教材的問题,怂学校領導上掌握不好的問題”而外,並提出了一种新的看法:即認為一般人,甚至教育领導部門高級幹部都没有“適当的掌握”全面發展教育的精神,因而在教育工作上産生一些重大矛盾。对於这點我個人有不同的看法。我認為張同志所指的一些重大矛盾中,第一、第三、第四三种矛盾的集中表现在於教育質量不能趕上社会具体要求。產生的原因,張同志一方面同意是教材、師資和領導幹部的問題,如他說:“改編教材、提高師資和領導幹部確是目前提高教育質量、实施全面發展教育的先决條件和必要基礎”。但另方面又把这一論斷否定了,他說:“北京、上海等市有些学校師資並不低,但学生負担仍然过重……不少校長是掌握不好,但实行提高教学質量時,很多学校都弄得学生
