人才资源是煤炭企业的战略性资源,也是煤炭企业赖以生存和快速发展的主题。煤炭开采大都属于地下开采,既危险又复杂,再加上条件艰苦、待遇低等原因,在人才竞争中有着“先天不足”。人才引进难,留住人才更难,在日趋激烈的竞争中,如何赢得人才,留住人才,用好人才,增强企业的竞争力,实现人才资源良性开发,使用效益最大化,是煤炭企业面临人才资源开发的重要课题。
