学校教学制度文化反映了学校教学的价值观念和文化诉求。当下我国中小学教学制度文化存在常规管理僵硬、数字管理盛行、以“权”为本、“非人化”管理等弊端。建立“以人为本”的教学管理制度和多方参与的发展性多元评价体系,变革教学管理规范和教学管理组织结构,重建民主、科学、创新、合作的新型式教学制度文化框架,这是新一轮基础教育课程改革的应有之义,也是推进教学创新和促进教师发展的重要制度保障。
