Although the discovery of man-made polymer materials can be traced back to the mid-nineteenth century, remarkable progress has been made in the synthetic fiber, rubber and plastics industries in the 30s and 40s. With a variety of new synthetic polymer materials, people have studied their physical properties in a variety of possible ways, the most important of which are mechanical and electrical properties. The need for mechanical performance data is self-evident. However, from the application of these new materials in cables, electronic components and radar devices, dielectric properties data are also essential. Therefore, Von Hippel and so on a variety of polymer materials in different frequency range of dielectric constant ε ’(ν) and loss factor ε "(ν) made a wide range of collection and finishing.
