In recent years, the issue of village-level debt has become a hot and difficult issue in rural work. In order to explore effective measures and ways to resolve village-level debts, we recently conducted a survey in 10 townships in Chuzhou that chose to have modest economic development and more obvious effects of debt restructuring. There are 109 administrative villages in the 10 townships. As of the end of 1999, the total village-level debt amounted to 11,807,200 yuan and the village was in debt.11.
