随着军队体制编制调整改革的深入, 军分区、人武部将全面落实新的编制。这是推进中国特色军事变革,加强军队质量建设的必由之路。但应看到,调整改革必然带来一些新情况、新问题。突出表现为人员少了工作没少,而且随着常备军的缩减,作为平时负责组织带领民兵抢险救灾、维护稳定,战时负责国防动员、参战支前的军分区、人武部,任务更加繁重,责任更加重大。面对新形势、新任务,人武干部必须具备“四种能力”。
