农村土地流转,在实践中形成了以地方试点为主要形式、以探索试验为主要特征的诸多模式.农村土地流转过程中权利主体的错位、流转依据中理论的错位、流转规则中政策的错位、实施效果中价值取向的错位,显示出探索实践中的矛盾和曲折.农村土地流转的目标定位,在于提高农村以及整个社会的效率和效益,为此,农村土地流转中的四类经济主体,应该明确主次各司其职;政府制定的农村土地流转政策,应该重点落脚于对农民权利和利益的保护上.
