巴西港口大多建设年代久远,规模小且设施陈旧,处理能力远不能满足当今海运业船舶大型化的发展趋势和巴西进出口贸易连年增长的需求。据巴西港口码头联合会的一项调查显示,截止到2012年初,全国私人港口已准备好250亿巴西雷亚尔(133亿美元)的资金,用于建设新码头或对老码头进行现代化改造升级,但由于上报的新项目很难通过政府的评估审批,至少有30个私人码头投资项目等待审批的时间长达一年以上,严重制约了巴西港口的发展。
Most of the Brazilian ports are built on a long-term basis with small scale and outdated facilities. Their handling capacity can not meet the development trend of large-scale shipbuilding in the current shipping industry and the increasing demand of Brazil’s import and export trade. According to a survey by the Brazilian Ports and Wharf Federation, as of the beginning of 2012, private ports in the country were ready to have 25 billion Brazilian real ($ 13.3 billion) in funds for the construction of new wharves or the modernization of old wharfs However, since the new projects submitted are difficult to pass the government’s assessment and approval, at least 30 private terminal investment projects have been awaiting approval for more than one year, seriously restricting the development of Brazilian ports.
