小小芯片，正牵动众多国人心。上及总理，下至黎民。当然产业界更是高度关注，观点纷呈，甚至泾渭分明。到底目前中国芯片怎么样？中国芯片产业发展究竟还存在哪些问题？如何做到客观、清醒又有助于产业发展的科学认识呢？笔者就这些问题，采访了我国芯片产业资深专家、信息产业部电子科技委副主任、CCID高级顾问、教授级高级工程师陈兴信先生（以下称陈主任）。陈老几十年来一直从事芯片产业的研发与政策管理，亲历了我国芯片产业中几乎所有的重要问题与重要工程，是我国芯片产业中少有的历史见证人。

On these issues, the author interviewed senior expert of China’s chip industry, deputy director of Electronic Science and Technology Committee of Ministry of Information Industry, senior consultant of CCID and senior engineer of professor level Mr. Chen Xingxin (hereinafter referred to as director Chen). For several decades, Chen has been engaged in the R & D and policy management of the chip industry and has witnessed almost all important issues and important projects in China’s chip industry. It is one of the rare historical witnesses in China’s chip industry.
