随着农村税费体制改革的进一步深化,乡镇的行政管理出现了新情况、新特点。针对乡镇机构臃肿、职责不清、人浮于事、效率低下的局面,我市从2001年3月正式启动乡镇机构改革,经过近四年来的探索和完善,乡镇机构改革取得了实质性进展。截止目前,全市23个乡镇内设机构由原来的207个减少到107个,精简48.3%;领导职数由原来的311个减到233个,精简25.1%;行政人员由原来的1185人减少到956人,精简19.3%;事业单位由原来的328个减少到201个,精简38.7%;事业人员由原来2523人减少到1028人,精简59.5%;清退乡镇临时人员210人,整个乡镇机构改革工作进展顺利。同时,我们对乡镇在编人员1351人(乡镇机关行政人员956人,后勤事业人员24人,财政所人员371人)纳入市财政工资统发。这样既减轻了乡镇机关的财政压
