目前方志部门的用人机制不合理 ,人才短缺 ,方志人才队伍整体素质不高 ,优秀人才“外流”严重 ,不利于方志事业的发展。要改变这种状况 ,方志部门应提高认识 ,改善用人机制 ,加大投入 ,抓好人才的培养教育 ,并营造良好的人才成长环境 ,建立健全激励约束机制
At present, the employment mechanism of the local chronicles department is irrational, there is a shortage of qualified personnel, the overall quality of local qualified personnel is not high, and the “outflow” of outstanding talents is serious, which is detrimental to the development of local chronicles. To change this situation, local departments should raise awareness, improve the employment mechanism, increase investment, do a good job of personnel training and education, and create a good environment for talent growth, establish and improve the incentive and restraint mechanisms
