实施大用户直购电政策增加了电网企业的购电量的不确定性,也增加电网企业在电力交易中面临的购电风险。为了尽可能地规避电力交易风险,在假设地区用电需求量是随机变量的基础上,应用条件风险价值作为电网企业购电的风险指标,构建了电网企业在大用户直购电实施背景下的现货市场最优购电模型。算例分析表明,大用户直购电占地区用电比例、电网企业自身风险厌恶程度和缺电惩罚系数对电网企业的最优购电量有着正向促进的作用。
The implementation of large-user direct purchase of electricity policy increases the uncertainty of the purchase of power grid companies, but also increase the power grid companies face power purchase risks in the transaction. In order to avoid as much as possible the risk of electricity trading, based on the assumption that the demand for electricity in the region is a random variable, the conditional risk value is used as the risk index for power grid enterprises to purchase electricity, and the power grid enterprises are constructed under the background of large- Spot market best buy electricity model. The case study shows that the ratio of direct electricity purchase by large users to local electricity consumption, the degree of risk aversion of the power grid enterprises and the penalty coefficient of power shortage have a positive effect on the optimal power purchase of power grid enterprises.
