很多年前备战高考的时候,有很长一段时间,我都在杭州图书馆自学。直到现在我都还记得,图书馆阅览室正面墙上的壁画里,绘有十一只半仙鹤。
于我而言,那时候在图书馆美妙极了,简直是在天堂——人少、安静、与世隔绝,虽然走出图书馆大门,就是杭州闹市中心浣纱路。
多年以后,当我听到博尔赫斯那句著名的诗“我,总是在想象着天堂/是一座图书馆的模样”,就不禁回想起那段岁月,觉得十分贴切。
热爱图书馆的人,心里总有着一座自己的天堂图书馆。
作为世界上最著名的图书馆长,博尔赫斯可能写出了世界上所有图书馆馆长的心声。
浙江省图书馆馆长褚树青面对媒体的时候,也常引用这句话,这对他来说更有感触。
一年前,他还是杭州图书馆的馆长,几度“网红”。因为不拒绝乞丐和拾荒者进馆看书,面对其他读者的投诉,他也说了一句很有名的话:“我无权拒绝他们入内读书,但您有权选择离开。”
这句话在网络上数度走红,几乎每隔两年,便会被网友翻出来,当作最新发生的新闻在微博、微信、自媒体上播报。也几乎每一次,都会获得网友的点赞、好评。这背后,其实隐藏着的是读者们对于公共图书馆平等、开放、包容的期许。而这,也是褚树青30多年图书馆职业生涯中所一直致力达到的目标。
和他的前辈博尔赫斯一样,褚树青注定要与图书馆结缘。这位土生土长的杭州人,一直在图书馆工作了近40年,凭着对“图书馆员”这份工作的责任,他深入思考了现代公共图书馆的特性和发展。
图书馆是什么?
在以往几十年的国民概念中,图书馆的主要功能就是借书、还书,有个读书的地方,如此而已。
而实际上,现代图书馆自英国颁布世界上第一部公共图书馆法以来,被赋予了许多延伸的功能,最大的特点就是:公共图书馆其实是一座独立的社会教育大学。它在开启民智、普及文化上具有教育機构不可替代的作用。
所以,2000年,在褚树青担任杭州图书馆馆长后,他做的第一件事便是,抹去墙上“衣衫不整、着拖鞋以及背心者不能进入”的规定,只要求“洗干净手后看书”。“公共图书馆就像其他的公共设施一样,应该对所有人开放。知识面前人人平等,不应该是一句空话。”禇树青这样阐述自己的理念。
然而,持续了几十年的观念想要改变必定是艰难的。
禇树青对图书场馆安排和图书分类进行了调整,试图还原现代图书馆的公共属性原则。
首先取消了内部阅览室这样的“神秘”设置,把只要符合国家规定的书全部对读者开放。在以往,要进入这个阅览室查阅资料需要有单位介绍信或相当级别、相关证件才行,无形中挡住了绝大部分读者的脚步。这对于一家致力于树立平等、开放、包容形象的图书馆来说,是一种不足。其次,图书馆大厅等地设立了沙发,只为了让读书人能够坐得舒服一点、能够休息一下。
仅是这两点改变,在当年便引起了很多争议。能进内部阅览室的人不满意,觉得不便利;看惯了图书馆硬木椅子的人觉得沙发太舒服,会有人来借地睡觉。
然而随着时间的推移,越来越多的读者受益于图书馆开放的便利,渐渐认可了这样的改变。而那些长沙发,直到现在还时不时地有新闻见诸报端,因为仍然有人在沙发上睡觉。但是长沙发并没有移走,因为越来越少的人会在沙发上睡觉,而越来越多的人会对在沙发上睡觉的人给予提醒。这几张长沙发,看出的是人们对新型图书馆的认可。
“公共文化就是‘唤起工农千百万’,也就是要唤醒广大市民自觉的文化热情。”禇树青说。
随着网络的普及,到图书馆来借书的人少了,但是进馆的总人数反而增加了。
这是因为,经过这些年的发展,图书馆不再是单一的借书、还书功能,而是更多地在交流、教育、学习等方面得到了大力发展。每一周,浙江图书馆都会推出名家名师讲座,内容涉及天文、地理、哲学等,也涵盖生活的方方面面,比如插花艺术、茶文化等等,丰富得难以想象,活动形式也越来越多样化。以至于走进图书馆的人群年龄,从幼童到耄耋,不一而足。
在改革开放前,图书馆往往是一城一馆,象征意义更多;而现在,则是一个城便有一个图书馆集群。在区域上,目前已经建立了从省到镇的几级图书馆网络,所有图书可以在这个区域内实现循环更新。
建成这么庞大的图书馆网络,这与禇树青思想中的“社会教育”想法不谋而合。实际上,现代图书馆已经承担起了社会大学相当多的功能,它为更多的平民提供了接受教育的条件和可能。褚树青将现在的图书馆,称之为“人民的大学”。
浙江图书馆作为全省有指导、引领作用的省级馆,它的功能和作用与地方图书馆有所不同,但是框架更为庞大、网络更为齐全,禇树青仍然在不断地进行着现代图书馆的构建和探索。
浙江图书馆2016年开始引入信用服务,将读者信息与支付宝捆绑,以“信用+身份证”模式推动图书馆的服务。2018年起,信用借书在全省实行,逐步取消了借书证。预计到2019年,将以浙江省馆为龙头,11个地市为基础,逐步实施全省统一的基本流通规则,统一检索、统一流通,形成合力,以推动文化大省建设。到2022年,浙江图书馆想要打造开放、共享、共用的无边界图书馆。
面对着互联网和电子书的冲击,图书馆不可避免地受到了影响,但同时,这种影响却又能反过来被图书馆所利用。“以后的图书馆,将会是数字与实体的完整融合。目前,我们已经加入全球图书组织,与全球图书馆进行联网。国外的读者可以通过网络借阅我们的馆藏图书,我们也同样可以借阅国外图书馆的书。”褚树青说,这一愿景用中国话表述出来就是:“全世界图书馆联合起来”。 在對外交流过程中,图书馆起到的就是一个文化传递的作用,把中华的文化介绍给世界,展示出的是我们的文化自信。

Chu Shuqing:
Librarian in Paradise City

“I have always imagined that paradise will be a kind of library,” imagined Jorge Luis Borges (1899-1986), an Argentine short-story writer, essayist and poet. Chu Shuqing, 55-year-old director of Zhejiang Library, likes what Borges said about library and paradise so much that he often quotes it in press interviews, partly because the beloved hometown is considered paradise on earth in Chinese folklore and the city’s library where he worked for decades is really dear to him.
Before he adopted the directorship of the provincial library in December 2017, he had served as director of Hangzhou Library for 18 years. Chu began his library career in 1981 when he was not yet 18. Over years, he became an expert in the preservation and maintenance of ancient books.
The city’s library, founded in 1958, was a small existence in a downtown lane before it was relocated to a bigger site in the 1980s. In 2008 the library moved to the city’s citizen center.
Chu believes a public library should do everything possible to serve the public. He believes a public library should embrace everyone in an equal and all inclusive manner.
He became the vice director of Hangzhou Library in 1998 and in 2000 he became the director. The revolutionary measures he adopted turned all district libraries and city’s library into a unified system and allowed the public to check out and return books using no library card but ID card at any site of the citywide library system. However, what made the library famous all over China was not all these measures he adopted and pushed through but something he said about a beggar who came into the library and read.
Some people complained to Chu that they saw a beggar or a scavenger reading in the library and suggested the library deny them entrance. “I have no right to turn away beggars or scavengers but you can choose to leave,” said the library director.
In fact, the first thing Chu did after he became the director of Hangzhou Library in 2000 was make changes. Before, people wearing shabby clothes, slippers, or sleeveless undershirts were forbidden to enter the library. He abolished the rule. The new rule said that all could read at the library so long as their hands were clean. Chu said the public library should open to the general public like all other public facilities in the city. What Chu said and did so many years ago about the library keeps resurfacing in news media and social media across the country. The public embraces the idea that everyone has the right to enter a public library and read there.
Chu introduced new reform to Hangzhou Library after it reopened at the city’s citizen center in 2008. In the past, certain books were off limits to the general public. He called off the reading room for privileged readers and made all books available to the public. Another thing he did was to furnish the lobby with sofas. The reform unsettled some privileged readers. And some worried that some people would sleep in the sofas. But the two reforms were embraced by the public. Few people sleep in the lobby.
Under Chu’s leadership, Hangzhou Library has grown into a complex with more than ten special departments that offer special services. These departments offer books that respectively focus on everyday life, Buddhism, sports, science, tea culture, board games, music, film, environmental protection and nature. One special department offers services for the blind and the other for children.
Over the past years, the number of the people who check out books from the library has decreased, but the number of those who visit the library has increased rapidly. The library holds lectures, exhibitions and other activities at regular basis and attracts a great number of people from all walks of life and from all age brackets.
The library system across the city headed by Hangzhou Library is composed of many local libraries that serve as a community university open to all.
For his brilliant performance as the library director over the past years, Chu Shuqing was appointed director of Zhejiang Library. As the head of a provincial library which is bigger and better connected with the outside world, he is determined to do more. “Libraries in the future is a perfect integration of digital books and printed books. We are now a member of a global library alliance. Overseas readers can access our books and we can access books in foreign libraries,” said the director.
