目的总结和分析澳大利亚医疗卫生绩效评价体系和各地方卫生署绩效信息报告的经验和做法,提出建立我国客观、科学、有效的医疗卫生绩效评价体系的相关建议,加强我国卫生行政管理部门对医疗服务机构的监管,提高卫生系统管理效率。方法检索澳大利亚官方网站和国内外数据库,纳入澳大利亚卫生系统、医疗机构和管理体系绩效评价相关的报告和电子文献。结果澳大利亚典型医疗卫生绩效评价体系包括国家医疗绩效框架、国家卫生服务协议及政府服务提供的医疗卫生绩效评价3个部分。结论澳大利亚对我国医疗卫生绩效评价的启示为:①将绩效评价作为卫生系统管理和改革的优先选用工具;②强调质量安全和卫生公平的绩效指标;③设置科学灵活的指标纳入标准;④公开报告与比较绩效信息。
OBJECTIVE To summarize and analyze the experiences and practices of Australian medical and health performance evaluation system and local health department performance information reports, and to put forward some suggestions on establishing an objective, scientific and effective medical and health performance evaluation system in China so as to enhance the health care system of our country’s health administrative departments Institutional regulation to improve the efficiency of health system management. Methods Retrieve the Australian website and databases at home and abroad to include reports and electronic literature related to the performance evaluation of health systems, health care institutions and management systems in Australia. Results The typical Australian medical performance evaluation system includes three parts: the national medical performance framework, the national health service agreement and the medical service performance evaluation provided by the government service. Conclusions Australia’s enlightenment on China’s medical and health performance evaluation is as follows: (1) Performance evaluation is taken as the preferred tool for health system management and reform; (2) Performance indicators emphasizing quality safety and health equity; (3) Scientific and flexible indicators are included; (4) Public reports Compare performance information.
