本文认为 ,政府管理体制的创新必须使政府管理体制从传统的软约束转向硬约束 ,才能收到事半功倍的效果。而要从根本上硬约束政府行为 ,应当借鉴或嫁接企业管理的效益机制来具体操作。横向地看 ,发达国家通过建立企业家政府解决了政府管理体制中的难题 ,这种成功的经验对于我们推行政府管理体制的创新具有很大的启示。因此 ,以硬约束机制为前提的政府管理体制的创新 ,就操作层面必须引入公众介入 ,就目标考核应当确立结果取向。
This paper argues that the innovation of the government management system must make the government management system shift from the traditional soft restraint to the hard restraint and receive the multiplier effect. To fundamentally rigidly constrain the government behavior, we should learn from or graft the effectiveness of enterprise management mechanism to specific operations. Laterally, the developed countries have solved the problems in the government management system through the establishment of an entrepreneurial government. Such successful experiences have great enlightenment for our innovation in implementing the government management system. Therefore, the innovation of the government management system based on the hard constraint mechanism must involve the public at the operational level, and the result orientation should be established on the target assessment.
