本文认为,韩非的推功称能绩效管理模式是由绩效奖惩体系、绩效监督体系、薪酬体系构成的一个完整系统。绩效奖惩体系以称职为唯一考核标准,由推功称能、审合刑名、奖惩法定三个相互依托的环节组成;监督模式以参验为核心,由参验、伍、连坐等监督方式组成,其运用需要君主去喜去恶;薪酬体系的核心是国与民共富,通过计算和平衡君民利益、臣民利益,提高普通民众的地位和经济实力。该模式对现代社会的绩效管理具有一定的启示意义。
