电费抄核收流程是供电企业生产运营中的重要流程,但一直以来,电费抄核收流程的业绩计量指标多为结果性指标,无法解释业绩差异原因。本文运用标杆管理理论,结合电费抄核收流程,以H市供电公司为主要分析对象,分析电费抄核收流程中影响业绩的因素,在此基础上提出了一些新的业绩计量指标。并将这些指标运用于H市供电公司下属各分中心的业绩评价中,证明了这些指标的有用性。本文对对建立科学的电费抄核收业绩评价指标体系,并提高该流程效率效益具有一定意义。
Electricity bill collection and collection process is an important process in the production and operation of power supply enterprises. However, performance measurement indicators of electricity bill collection and collection process have been mostly outcome indicators and can not explain the causes of performance differences. In this paper, benchmarking management theory is used in combination with electricity bill copying and collection process, and H power supply company is taken as the main analysis object. The paper analyzes the factors influencing performance in the process of electricity bill copying and collecting, and puts forward some new performance measures. And these indexes are applied to the performance appraisal of sub-centers of H power supply company, which proves the usefulness of these indexes. This article is of great significance to establish a scientific evaluation index system of electricity bill copy acceptance performance and to improve the efficiency and efficiency of the process.
