Recently, Shandong Province promulgated the “Measures for the Administration of the Nature and Floor Area Ratio of Urban Construction Planning in Shandong Province.” The Measures stipulate the conditions and procedures for adjusting the nature of construction land and the plot ratio. The planning department shall accept and examine the qualified ones, organize experts’ arguments and make public announcements, and if necessary, hold a hearing, and finally submit them to the Urban Planning Commission
