1942年1月29日,美国国务卿科德尔·赫尔(CordellHull)电告驻华使馆开展文化援助计划,用美国的“先进科技、社会科学、工业科技等,提高中国生活水平,改善偏远地区的生活条件,鼓励教育、社会发展。这样中国就能在战争中加倍努力”①。该电报拉开了美国对华文化计划的序幕,专家援华即是其中的子项目。
