文章探讨了地震预报的内涵、外延，分析了近年来社会上出现的因地震预报而带来的社会经济影响的原因，提出了加强地震预报公共管理的对策。
This paper discusses the connotation and denotation of earthquake prediction, analyzes the reasons of social and economic impact caused by earthquake prediction in recent years, and puts forward some countermeasures to strengthen the public management of earthquake prediction.
