随着社会经济的发展变化,企业管理出现了一些新的特点和趋势,但制度管理仍是企业发展中不可逾越的一个阶段。因为企业发展水平越高,对制度建设的要求也就越高。制度建设是依据企业的目标和发展要求,从整体、系统出发,对运营各环节、各要素以及员工行为而统一流程、指标、规则、要求等的标准和规范,并形成有效机制,使企业有序、高效运转。制度建设使企业管理逐步走上了程序化、规范化、科学化的轨道,实现了从人治到法治的转变。建立健全各项规章制度,提高制度管理的水平,是现代企业的必然选择。本文从阐述施工企业制度建设现状入手,列举制度建设中存在的缺陷,分析造成缺陷的原因,提出解决对策。
