由于我国企业技术水平较低,环保意识较弱,使得出口环节极易遭遇红灯。绿色壁垒日趋全球化对我国外贸出口的影响程度已经超过“反倾销”案件的影响。据统计,仅1997年到1999年的3年间,我国因遭遇绿色壁垒而受阻的出口商品的价值达200亿美元。据不完全统计,我国每年约有90亿美元的机电产品受到有关《臭氧层保护国际公约》的限制而被禁止生产和销售,还有80亿美元的机电产品受到国外绿色标志制度的影响,240亿美元出口产品达不到发达国家环保包装而间接受到影响。可见,绿色壁垒严重制约了我国产品出口量的增加。
Due to the low level of technology in our country and weaker awareness of environmental protection, it is very easy for the export sector to encounter red light. The impact of the increasing globalization of green barriers on China’s exports has exceeded the impact of “anti-dumping” cases. Statistics show that in the three years between 1997 and 1999, the value of exports in our country hindered by the green barriers amounted to 20 billion U.S. dollars. According to incomplete statistics, about 9 billion U.S. dollars of electromechanical products are banned from being manufactured and sold each year due to restrictions on the “International Convention on the Protection of the Ozone Layer.” Another 8 billion U.S. dollars of electromechanical products are affected by the green sign system abroad. US exports of products less than environmentally friendly packaging in developed countries indirectly affected. Can be seen that the green barrier seriously hindered the increase of China’s exports.
