公共组织与管理的学习和研究,目的就在于理解公共组织的环境、结构和过程,探讨有助于绩效改善的组织变革和管理理念。作者选择以学习型政府组织的构建为例,讨论公共组织中组织环境的价值体现,分别指出组织外部环境和内部环境对于公共组织的重要作用。毋庸置疑,在组织环境的作用下,组织必须做出一定的反应以适应环境。同时,组织自身也需要通过环境建设,变革结构,调整理念,改善组织的管理,提高组织的效能。
The purpose of studying and researching public organizations and management is to understand the environment, structure and process of public organizations and to explore the organizational changes and management concepts that contribute to the improvement of performance. The author chooses the construction of learning-based government organizations as an example to discuss the value of organizational environment in public organizations, and points out the important role of external environment and internal environment for public organizations respectively. Needless to say, under the influence of the organizational environment, the organization must respond to the environment. At the same time, the organization itself also needs to improve the efficiency of the organization through environmental construction, change of structure, adjustment of concepts, improvement of organization management.
