航材是保障飞机完好率、增进航空兵部队作战训练效能的重要军需物资,航材部门必须储备一定数量的备件,以保证部队对航材的需求,如何科学地确定采购航材的品种和数量是一个备件采购策略问题。首先分析备件保障流程中备件延误时间和订购数量的关系,然后从效费比的角度研究备件保障延误时间与备件成本的关系,最后提出基于平均备件保障延误时间成本的备件采购方案,并以美国B-1B飞机航材备件采购为例,对三种不同的采购策略进行计算分析。结果表明:基于保障延误时间成本制定的航材备件采购方案是可行的,并优于其他两种采购方案。
Aviation materials are important military supplies that ensure the aircraft’s good rate and enhance the combat training effectiveness of aviation units. Aviation materials departments must reserve a certain amount of spare parts to ensure the demand of aviation units for aviation materials. How to scientifically determine the varieties and quantities of purchased aviation materials is A spare parts procurement strategy. Firstly, the relationship between spare parts ’delay time and order quantity is analyzed. Then the relationship between spare parts’ support delay time and spare parts ’cost is studied from the perspective of cost-effective ratio. Finally, a spare parts procurement plan based on average spare parts’ B-1B aircraft spare parts procurement as an example, the calculation of three different procurement strategies. The results show that the procurement plan of aviation material spare parts based on the guarantee time cost is feasible and superior to the other two kinds of procurement plans.
