我国地方政府绩效评估在取得显著成绩的同时存在评估结果与实际绩效产生偏差的情况,在以往研究的基础上根据绩效评估的影响因素对我国地方政府绩效评估结果的偏差进行了分类,并具体分析了各类偏差的成因与特点,以期为提高绩效评估结果的真实性与可靠性提供努力的方向,从而进一步提高政府的效能与公共责任的实现程度。
In the meantime, there are some discrepancies between the assessment results and the actual performance in the performance evaluation of local government in our country. Based on the previous studies, we classify the deviation of the local government performance evaluation results according to the influencing factors of the performance evaluation and make a concrete analysis The causes and characteristics of various types of deviations are set forth in order to provide direction for improving the authenticity and reliability of performance evaluation results so as to further improve the government’s effectiveness and the realization of public responsibility.
