律师事务所是律师执业的载体,搞活律师所增强律师所的活力,始终是律师工作的中心环节。搞活律师所增强律师所的活力离不开两个问题:一是管理体制,二是内部机制。管理体制是律师所发展的外在条件,内部机制是律师所发展的内在动力。自上世纪90年代以来,我们通过“两个突破”的改革,解决了计划经济时期律师所产权错位问题,放开了律师执业身份的限制,放开了律师所内部分配的限制,使律师业释放出前所未有的活力,这种管理体制上的改革最终得到了《律师法》的确认。可以说律师管理体制的问题已经解决,律师业发展的外部环境总体
