Language is constantly used to produce variation, and in order to maximize the communicative function of language, but also have to give up these variations, norms; at all times and in all, beyond all else. One of the main purposes of writing dictionaries is to regulate the development and variation of language in a word-wise manner. Therefore, the whole process of dictionary compilation should not only refer to the linguist’s research results, but also must consider the language practice of the masses. Through a sample social survey on the boundary between words and non-words, the author found that Chinese people and Chinese-speaking experts are quite different on this issue. The article briefly introduces how the writing group of “Dictionary of Modern Chinese Laws” treats such differences and tries hard to formulate the principles for the collection of the dictionary by combining the expert opinions with the masses’ sense of language.
