以人为本的新型城镇化就是要从原来的只重经济发展转变为以人的全面发展为中心。我国城镇化发展过程中,出现了城镇户籍问题难以为继,地方政府造城运动突出,城市病问题显著等难题。为此,我国新型城镇化应坚持以人为本,稳步推进户籍制度改革,规范政府职能,约束政府行为,扩大基本公共服务覆盖面。 The new people-oriented urbanization is to shift from the sole emphasis on economic development to the all-round development of people.
