军分区、人武部财务人员的素质水平,直接影响着财务工作的质量。所以,要把提高财务人员素质作为加强财务队伍建设的中心环节来抓。当前,军分区、人武部财务人员素质弱的问题比较突出:一是知识水平不高。有些财务人员对军队有关的财务法规、制度不够熟悉,对财务标准含糊不清,即使是一项很简单的工作,也需要多次请示上级业务部门才能完成。二是专业技能低。有的财务人员既不会编制经费预算、决算,更不会编制会计报表,误时误事。三是参谋意识不强。有的财务人员认为财务工作就是算算账、数数钱,对工作缺乏主动性和预见性,不能主动为领导决策提供参考意见。造成以上状况的原因是多方面的,从某军分区财务人员现状看,主要有
