企业内部工资分配办法的改革是企业承包经营中亟待研究和解决的问题。本文结合武汉铁路分局的改革实践,提出一种内部工资分配办法如下。一、内部工资分配办法及其作用这种办法的主要内容是:每月从每人标准工资中扣除一定的比例(或一定的数额)作为浮动工资,由企业并入可以分配的企业浮动工资、各种奖金、津贴等中去(下面称其总和为承包工资),然后按考核实绩进行再分配。其优越性表现在以下几方面:第一,打破了“奖金管干,工资管饭,标准工资神圣不可侵犯”的习惯性看法,起到了奖勤罚懒的作用,使出勤率有所提高。第二,在不增加工资总额(或较少增加工资总额)的前提下,扩大了工资的浮动性,缩小了工资的固定性,起到了经济杠杆的作用。第三,能促使企业重视劳动定额,可以为国家节约一定的人力和物力。第四,由于技术高贡献大的职工能增加收入,有利于促进职工钻研技术,提高劳动生产率。

Fourthly, because workers with great technical contributions can increase their incomes, it is good for promoting workers’ study of technologies and improving labor productivity.
