在发达国家,科技指标已经成为制定科技政策的中心要素。可是,在发展中国家,科技指标只是在最近几年才开始在某些特定需要方面得到应用。要把发达国家的经验推广到第三世界,必须谨慎从事。为了把经济社会目标与科学所能起的微小作用联系起来,还需要建立一些新型指标。这就是所谓“目标”指标。因为从战略上讲,发展中国家的有限科学资源,必须以取得实质性结果为目标。在扩大适合于发展中国家的科技指标的能力时,有关照搬、妥协、脱离实际等三个基本问题,尤其值得注意。
In developed countries, scientific and technological indicators have become the central element in formulating science and technology policies. However, in developing countries, S & T targets have only started to be applied to some specific needs in recent years. To promote the experience of developed countries to the third world, we must exercise caution. In order to link the economic and social goals with the small role that science can play, some new indicators need to be set up. This is the so-called “target ” indicator. Because strategically speaking, the limited scientific resources of developing countries must aim at achieving substantive results. Of particular note are the three basic issues of copying, compromising and departing from reality when expanding the capacity of science and technology indicators suitable for developing countries.
