目前我国社会保障管理体制依然存在运转效率不高、不规范、不统一等问题,不能适应新形势、新要求。提出适应我国国情,借鉴国外成功做法,构建以国家社会保障委员会为最高管理机构,政事分离、社会广泛参与的高度集中,集散结合的新型社会保障管理体制。
At present, China’s social security management system still has some problems such as inefficient operation, non-standardization and unification, and can not adapt to the new situation and new requirements. This paper proposes a new type of social security management system that is highly centralized, distributed and integrated with the conditions of our country and the successful practices of other countries. We should construct a social security management system that takes the State Social Security Commission as the highest management body, separates political affairs and social participation.
